THE CALIFORNIA BUREAU OF AUTOMOTIVE REPAIR, ALSO KNOWN AS “B.A.R.” IS A DIVISION OF THE CALIFORNIA DEPARTMENT OF CONSUMER AFFAIRS. IT WAS FORMED IN THE EARLY 1970’S AND IT’S PRIMARY MISSION WAS TO HELP PROTECT THE HEALTH OF ALL CALIFORNIAN’S WITH ESTABLISHMENT OF THE SMOG CHECK PROGRAM, WHICH BEGAN IMPLEMENTATION IN 1984. ANOTHER MISSION WAS THE CREATION OF REGULATIONS CONCERNING THE RIGHTS AND RESPONSIBILITIES OF ALMOST EVERY AUTOMOTIVE REPAIR FACILITY OPERATING IN CALIFORNIA.

INITIALLY, THE SMOG CHECK PROGRAM WAS OPERATED BY THE STATE OF CALIFORNIA AND CONSISTED OF EMISSION TESTING AT CENTRALIZED FACILITIES. LATER ON, THE TESTING AND REPAIR RESPONSIBILITIES WERE TURNED OVER TO THE PUBLIC SECTOR.

BESIDES CREATING THE REGULATIONS FOR, AND OVERSIGHT OF, THE SMOG CHECK PROGRAM AND STATIONS, “B.A.R.” CREATED REGULATIONS AND INSPECTION PROCEDURES FOR OFFICIAL LICENSED BRAKE AND LAMP STATIONS.

BAR ALSO ADMINISTERS THE SMOG REPAIR ASSISTANCE AND VOLUNTARY VEHICLE RETIREMENT PROGRAM KNOWN AS THE CAP PROGRAM.
