   THE PARTICIPATING LOCATIONS WERE CHOSEN FOR THE PRIVILEGE OF TESTING THESE OLDER VEHICLES BASED ON A NEW GRADING SYSTEM APPLIED TO BOTH STATIONS AND TECHNICIANS
